Congress has moved forward a bill, an opportunity, to allow citizens a modality to self fund the border wall.
While there is great argument over Congress and Constitutional Authority of actually being able to legislatively pass such a bill successfully, at this point, why not.
If the people support such an initiative and there are those in Congress bent on blocking the People and not funding such an initiative, if the people self fund it, why shouldn't Congress move to build the wall?
Simply put, if this is about the funding and we remove this road block, how can Congress argue it.
When it comes to National Security, this is a non argument.
Border Security is National Security.

R. 7207 To allow the Secretary of the Treasury to accept public donations to fund the construction of a barrier on the border between the United States and Mexico and for other purposes. _______________________________________________________________________ IN THE HOUSE OF REPRESENTATIVES November 30, 2018 Mr. Davidson introduced the following bill; which was referred to the Committee on Ways and Means _______________________________________________________________________ A BILL To allow the Secretary of the Treasury to accept public donations to fund the construction of a barrier on the border between the United States and Mexico and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. BORDER WALL TRUST FUND. (a) Border Wall Trust Fund.--At the end of subchapter III of chapter 33 of title 31, United States Code, insert the following: ``Sec. 3344. Border wall trust fund. ``(a) Authority To Receive Gifts.--Notwithstanding section 3113, the Secretary of the Treasury may accept for the Government a gift of money on the condition that it be used to plan, design, construct, or maintain a barrier along the international border between the United States and Mexico. ``(b) Trust Fund.--Not later than 60 days after the date of enactment of this section, the Secretary of the Treasury shall-- ``(1) establish an account, to be known as the `Border Wall Trust Fund', into which money received as gifts under this section shall be deposited; and ``(2) create a publically accessible website to receive such gifts.''. (b) Clerical Amendment.--The table of contents for chapter 33 of title 31, United States Code, is amended by inserting at the end the following: ``3344. Border Wall Trust Fund.''.
